The 1986 National Policy on Education recognized the crucial role of higher education in national development and outlined a policy framework for large-scale expansion and qualitative improvement of this sector. It was also recognized that state-level planning and coordination would be required for implementation of national level policies in higher education. Accordingly, it was suggested that State Councils of Higher Education should be set up in all states.
Taking cue from the above directive, the Government of Kerala set up a Higher Education Commission in 2006 under the chairmanship of Dr.K.N Panikkar, the renowned historian and former Vice Chancellor for making recommendations for constituting a Higher Education Council. In accordance with the recommendations submitted by the Commission, the Kerala State Higher Education Council Ordinance 2006 was promulgated and on the basis of the same the Council was set up on 16th March 2007. The Ordinance was later replaced by the Kerala State Higher Education Council Act 2007.
Dr. K.N Panikkar was the first Vice Chairman of the Council and Prof. Thomas Joseph was its first Member Secretary.The Council headed by Dr. K.N Panikkar assumed charge on 16th March 2007 and held the office till 15th September 2011. Thereafter, on 12th October 2011, the Council headed by Retd. Ambassador T.P Sreenivasan took overand continued in office till 11th April 2016. Dr. A Anvar was the Member Secretary of the second Council.
Prior to the constitution of the third Council, the Government engaged Dr. Rajan Gurukkal, former Vice Chancellor, M.G University, Kottayam as a One Member Commission to review the performance and activities of KSHEC and to propose amendments to the Kerala State Higher Education Council Act, 2007. Gurukkal Commission submitted its report to the Government on 13th January, 2017. In accordance with the report, the Kerala State Higher Education Council (Amendment) Ordinance was promulgated on …. And later it was replaced by the Kerala State Higher Education Council (Amendment) Act, 2018.
After a gap of around 19 months, the Government reconstituted the Council on 7th November, 2017 with Dr. Rajan Gurukkal as its Vice Chairman and Dr. Rajan Varughese as Member Secretary. The third Council assumed office on 9th November, 2017.
