Equivalency
The process of academic equivalency in Kerala remains rigid, unlike the streamlined, outcome-focused systems in global universities. Currently, many state universities demand up to 80% similarity in course content for equivalency, even from premier institutions like IITs, IISERs, and IISc. This approach obstructs qualified students from pursuing employment or higher studies. Inconsistencies in degree nomenclature (e.g., BSc vs. BA in Psychology) further create unnecessary barriers.
To reform this system, the Kerala State Higher Education Council (KSHEC) developed a Handbook of Equivalency for Academic Programmes/Degrees of Universities listing academic programmes, learning outcomes, and standard nomenclature to reduce reliance on equivalency certificates. The KSHEC emphasizes that eligibility for jobs and higher education should be based on programme outcomes, not rigid degree titles.
To operationalize reforms, KSHEC established the State Level Academic Committee (SLAC). SLAC includes all state university Vice Chancellors and addresses disputes over academic programme recognition, nomenclature, and equivalency. It can be approached by universities, employers, and candidates.
In support of this, the Government of Kerala issued G.O. (Ms) No. 272/2018/HEDN on 13/11/2018, which mandates:
Automatic recognition of degrees from national institutes (IITs, IISc, NITs, IISERs).
No requirement for equivalency certification for these degrees.
Reciprocal recognition among Indian universities.
UGC-compliant nomenclature and policies to be followed.
Recognition of Open and Distance Learning degrees under UGC norms.

The Vice Chairman of KSHEC serves as the Chairman.
Member Secretary of KSHEC serves as the convenor
Vice Chancellors of all State Universities in Kerala are members.
Universities, higher education institutions, employment agencies, and employers can refer matters related to nomenclature, approval, recognition, or equivalence to KSHEC for the SLAC's decision.
Aggrieved candidates can also appeal to the SLAC through KSHEC for decisions on these matters in the prescribed format.
